Our Board and Management
Telecom Without Borders inherits the vision of its founders. It is governed by a Board of Directors in accordance with French law.
Jean-François Cazenave, President and Co-Founder
Between 1991 and 1998, Jean-François Cazenave created two humanitarian associations and carried out more than 50 missions. In 1998, he founded TSF with Monique Lanne-Petit, where, as President, he led emergency response efforts in more than 70 countries around the world.
Before devoting his life to TSF, Jean-François Cazenave had already created two humanitarian associations. He deployed to Iraq (Kurdistan) in 1991 during the first Gulf War, then to Croatia later that year. He subsequently carried out more than 50 missions in Bosnia and Herzegovina between 1992 and 1996 and in Albania between 1997 and 1998.
Following a career as a senior civil servant, he created TSF in 1998 with Monique Lanne-Petit. As President, Cazenave has guided the evolution of TSF in becoming a professional Non-Governmental Organisation (NGO), particularly on the aspects of representation, partnership and financing. These obligations have not prevented him from staying close to TSF’s beneficiaries.
Cazenave led TSF's emergency actions in more than 70 countries around the world, benefiting almost 1000 international NGOs, relief teams, UN agencies, and millions of affected people.
In April 2010, Jean-François Cazenave was elevated to the rank of Chevalier of the Legion d'Honneur under the Ministry of Foreign Affairs.
Monique Lanne-Petit, Director and Co-Founder
Between 1991 and 1998, Monique Lanne-Petit was involved in two humanitarian organizations. In 1998, she founded Télécoms Sans Frontières with Jean-François Cazenave, and in 2000, she became the organization's CEO.
Monique had been a sales representative in a UK company since 1989. Sensitive to the needs of others, Monique Lanne-Petit became involved in humanitarian work on a voluntary basis in 1991, through two general humanitarian associations with Jean-François Cazenave.
Their first field assignments were in Iraq (Kurdistan) in 1991 during the first Gulf War, followed by Croatia and Bosnia-Herzegovina between 1992 and 1996 and Albania between 1997 and 1998.
In 1998, she founded Télécoms Sans Frontières with Jean-François Cazenave: "Our commitment was fundamental in the creation and development of our organisation; in 1998, NICTs were not recognised as a means of humanitarian aid".
Based in Pau, at the organisation's headquarters, in 2000 Monique took up the position of Managing Director. In this capacity, Monique manages all the TSF teams at headquarters, on the regional bases and on all the emergency missions and projects.
Monique is also a mother, and has made every effort to balance this commitment with her family life. She is always mobilised in the field to listen to vulnerable populations.
Robert Chassagnieux, Vice-President
Robert was part of the early humanitarian associations before TSF with Jean-François Cazenave. He joined the Board of Directors upon the organization’s creation and supported its development alongside his career in mountaineering.
François Meyer, Treasurer
François Meyer has been treasurer of TSF since its creation in 1998. Alongside his professional career, which has always been focused on social issues, François has been involved in sports arbitration for decades and has carried out several humanitarian missions with TSF.
Jean-Claude Laurent, Secretary
Jean-Claude joined the TSF Board of Directors in 2000 while continuing his career as a geophysicist with a major oil company. He has carried out numerous humanitarian missions with TSF and has been the association's Secretary since 2012.
Christiane Constant, Administrator
Christiane was a member of the humanitarian associations that preceded TSF and has supported the NGO since its creation, in parallel of her carrer in the social sector.
Pascal Villeneuve, Administrator
After a career in State service, Pascal has participated in numerous missions with TSF, starting with the forest fires in Portugal in 2003. There, he was able to put his logistical skills and knowledge of the field to work for TSF and the people the organization supports.
He then represented the volunteers on the Board of Directors before becoming a member of the Board himself in 2017.
Karim Mokhnachi, Administrator
During his career in the IT industry's marketing sector, Karim Mokhnachi has already demonstrated his commitment to humanitarian action by creating the IT Cup association. This sports tournament in support of NGOs has raised funds for various projects, including four with Télécoms Sans Frontières.
Karim continues this commitment today by putting his experience at the service of the NGO as a member of its Board of Directors.
Sébastien Lannes, Administrator
A network and systems engineer, Sébastien Lannes worked for around ten years in TSF's technical and operational team before devoting himself to setting up a local, eco-friendly hosting start-up.
He joined TSF's Board of Directors in September 2024.
Bastien Réchou, Administrator
Bastien specializes in financial auditing. After several years of volunteer work for TSF in the Balkans and South America, he joined the TSF Board of Directors in September 2024.
